 General Introduction

The National Engineering Research Center for Inland Waterway Regulation was jointly established by Chongqing Jiaotong University and the Changjiang Waterway Bureau in 2011. Since its inception, the center has been oriented to serve the national major strategies, committed to solving the critical technical problems faced by the development of China’s inland water transport, providing technical support and services for constructing a “safe, convenient, efficient, green, and economical” modern inland water transport system. The center has more than 320 Research & Development personnel, one national-level talent training model innovation experimental area, and one demonstration base for cultivating innovative talents in the transportation industry under the Ministry of Transport. The center covers 500 mu land area, with seven experimental bases in Chongqing, Wuhan, and other cities. It also has 21 experimental halls, with a 100,000 and 120,000 m2 building area and model experimental site, respectively. In addition, the center has more than 1,200 sets of various instruments and equipment, with a total value of about RMB 160 million. They include large-scale equipment worth more than RMB 110 million, with advanced software and hardware.

The “Center” has formed three research directions: ecological waterways, intelligent waterways, ports and hub navigation. Also, the center has undertaken more than 70% of the research tasks for developing inland waterways in China. It has obtained multiple core technological achievements, including “Key Technologies for Ecological Construction of the Yangtze River Golden Waterway,” “Intelligent Sensing and Service Technology for High-Level Waterways,” “Hydraulic and Hub Expansion Technology for High Headlocks,” and “Key Technologies for Intelligent Construction and Operation and Maintenance of Hub Ports with Large Water Level Differences in Inland Rivers”.

In addition, the Center has successively won 35 scientific and technological awards, including the Special Prize of the State Science and Technology Progress Award, the Second Prize of State Science and Technology Progress, the First Prize for Provincial and Ministerial Science and Technology Progress Award, and has been awarded excellent twice (2014 and 2016) in the acceptance review by the Ministry of Science and Technology of the People’s Republic of China. The center has also proposed a comprehensive evaluation index system of “waterway development-social economy-ecological pressure”, leading to breaking through the technical bottleneck of water-sand-fish dynamics and fish habitat creation in the Yangtze River waterway. The Center’s research results have been successfully applied to constructing high level waterways for rivers, such as the Yangtze River, Xijiang River, Lancang River, and Songhua River, providing crucial technical support for major national strategic water transport projects, such as the Golden Waterway of Yangtze River, Golden Waterway of Xijiang River, Lancang River International Navigation River, and the Pinglu Canal (a new western land-sea corridor). The achievements in serving the national strategy of the Yangtze River Economic Belt and constructing the upper reaches of the Yangtze River shipping center are significant, leading the technological innovation in inland waterway engineering.

Development Goals

The construction of the “Center” is oriented to serve China’s major strategies, focusing on the ecological, intelligent, and quality improvement of inland waterways, insisting on both basic/theoretical research and engineering/technological innovative applications. This approach encourages full play of the units’ talents, technology, and efficient management. The Center is committed to building a first class inland waterway engineering technology research and development platform, transformation platform, talent training, technical exchange, and service platform, establishing a full chain innovation system of basic/theoretical and critical engineering technologies in inland waterway construction and maintenance. As a result, it will become a base for supporting China’s inland waterway engineering construction, leading industry technological innovation, and supporting China's future green and smart water transportation technology developmental needs.
